- Punish pirates
- Declare war
- Raise an army
- Provide a navy
- Call up the militia
- Organize the militia
- Makes laws for Washington, DC
- Make rules for the Army and Navy
And that's it! Mitchell continues, "According to the 10th Amendment, all else is controlled by the states or the people."

Please stop trying to make posts in Asian languages! I can read and understand English and Norwegian only. I will not approve a post in a language that I do not understand.
Do not be embarrassed to write using poor English. I am very sympathetic to those learning a different language since I have been trying to learn Norwegian for the past 5 years. It's only after I moved to Norway I was really able to learn a substantial amount.
